Interesting! EF is a skill domain, not a diagnosis. So kids can have strong or weak EF. I’m assuming if they are using EF in place of a diagnostic label then they mean the kid has poor EF. Poor EF in isolation is not enough to qualify for a diagnosis, but it is a major part of other diagnoses. More info here is necessary to understand what’s driving poor EF and what treatment would help!
